Currently we have the build version in our operator semver. This is causing several issues and it can lead to future problems.

We want to remove the build version for the tag from `X.Y.Z-N` to `X.Y.Z`.

To do so, we need to ensure we start a new version with several checks:

• We omit the build version in the csv by changing some code in cpaas-midstream.
• Ensure we generate the csv for both self-managed and addon correctly in the transition (there will be a csv with the current tag without the build number but replacing a tag with the build number)
• Check that we have the correct strategy to upgrade the addon bundle in a hotfix scenario.
