[DSG] Option to expand PV does not work when it is not connected to any workbenches

      Attempting to increase the size of a Persistent Volume (PV) that is not connected to a workbench fails. When changing a data science project's storage, users can still edit the size of the PV in the user interface, but this action does not have any effect.

    Description

      Description of problem:

      if users tried to expand the size of a PV which is not connected to any workbenches, they can still edit the field from "Edit storage" menu, but the action does not have any effect.

      Prerequisites (if any, like setup, operators/versions):

      RHODS installed

      DS Project created

      Steps to Reproduce

      1. create a PV storage in the DS Project
      2. click on "Edit storage" from 3dots menu on the right
      3. increase the PV size

      Actual results:

      nothing happens

      Expected results:

      size field cannot be modified if the PV is not connected to a workbench
