Description of problem:

In development mode (and in PF) we have a border around the dropdowns to help help them be visible. This has been lost along the way.

Steps to Reproduce

1. Go to any page with a dropdown – Workbench Creation, Jupyter Tile, etc

Actual results:

See a caret dropdown icon but no border around the dropdown text

Expected results:

The PF styles of a border around the dropdown

Reproducibility (Always/Intermittent/Only Once):

Always
