Once all Sandbox clusters are on 1.21 we need to do the following. 

• Update existing user projects to have the correct labels to allow model serving and dsp

• make code changes in https://github.com/codeready-toolchain/host-operator/tree/master/deploy/templates/nstemplatetiers and/or https://github.com/codeready-toolchain/sandbox-sre so any future user signup projects come up with the correct labels

• re-enable model serving and DSP on all sandbox clusters
