RHODS basic users cannot stop their own notebooks

      Description of problem:

      RHODS basic users are not able to stop their own notebooks.

      As reported in the GIF below, there is an API call failing with 401 Error.

      Prerequisites (if any, like setup, operators/versions):

      Steps to Reproduce

      1. Log in RHODS Dashboard with a basic user (i.e., no admin rights)
      2. Launch Jupyter spawner from Enabled page
      3. spawn a notebook
      4. try to stop notebook from "Notebook server control panel"

      Actual results:

      basic users are not able to stop their notebooks

      Expected results:

      basic users are able to stop their notebooks

      Reproducibility (Always/Intermittent/Only Once):

      Always

      Additional info:

      I believe this issue is not related to cluster/dedicated admin privileges. I tried adding to RHODS admins some users without those permissions and the "stop notebook" action was successful
