We currently have 6 sets of manifests:

1. opendatahub/modelmesh-serving
2. red-hat-data-services/modelmesh-serving
3. opendatahub/odh-manifests
4. red-hat-data-services/odh-manifests
5. opendatahub/odh-model-controller
6. red-hat-data-services/odh-model-controller

We should make sure that the manifests are in sync and in the right state for their purposes. This task can be split into sub tasks (model-controller, odh-manifests, and modelmesh-serving)
