https://github.com/opendatahub-io/modelmesh-serving is currently in a state where we can no longer automatically rebase from upstream. Work with the team to come up with a plan and implement it.

By the end of this:

1) Automatic rebases should work: We're currently set up to try and use https://github.com/wei/pull

2) Existing down-stream functionality should remain. Currently that's primarily around authentication and tls.

A follow-on task will aim to fix upstream tests.
