Add the ubi9-python-3.9-base notebook image to https://github.com/opendatahub-io/notebooks/base/ubi8-python-3.9 repository.

Use as base image: registry.access.redhat.com/ubi9/python-39:latest

Create new instructions in Makefile for the new image.

Openshift CI will build and mirror the image to quay.io/opendatahub/notebooks:ubi9-python-3.9-base repository.
