Description of problem:

If I launch a pod from Jupyter Luancher, it gets the "notebooksonly" toleration. 

If I launch it from Data Science Project, it does not. 

Prerequisites (if any, like setup, operators/versions):

RHODS 1.19 (prod)

Steps to Reproduce

1. Enable the Toleration in the admin screen
2. Launch a NB from Jupyter launcher
3. Launch a NB from DS project page

Actual results:

One gets the toleration, not the other.

Expected results:

Both should get the toleration.
