[DSG] workbench Event log is not visible in the UI

      When creating a workbench, users could not easily locate the event log window in the OpenShift Data Science interface.
      The *Starting* label under the *Status* column is now underlined when you hover over it, indicating you can click on it to view the notebook status and the event log.

    Description

      Description of problem:

      when creating a workbench the users cannot easily locate and visualize the events log window. 

      There should be a clickable element (e.g., "info" icon)  to display the event log. At the moment, users must click on the workbench status when it is "starting", but there's no clearly interactable element to drive the user.

      Prerequisites (if any, like setup, operators/versions):

      Create a DS project

      Steps to Reproduce

      1. Access your DS project from Dashboard UI
      2. create a workbench
      3. try to access Event log window

      Actual results:

      event log window is not clearly access in the UI

      Expected results:

      event log window is easily located in the UI close to the workbench

      Reproducibility (Always/Intermittent/Only Once):

      Always

      Workaround:

      At the moment, users must click on the workbench status when it is "starting",
