Description of problem:

When RHODS instance is re-installed, Dashboard shows 500 error. This is because `secret-controller` in the odh-operator is unable to delete the OauthClient.

Steps to Reproduce

1. Install RHODS with DSG changes
2. Uninstall RHODS instance
3. Re-Install Rhods
4. Observed `500 Internal error` on the Dashboard
