Description of problem:

As part of an automated test, we observed a case where the open button remains disabled, but the notebooks is shown as Running

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. Do the RHODS Dashboard -> DSG tab
2. Create a project and a workbench
3. Wait for the notebook to be Running

Actual results:

The Open button is disabled with a Warning icon

Expected results:

The Open button is active and can be clicked to open the notebook

Reproducibility (Always/Intermittent/Only Once):

Intermittent, could not reproduce it outside of the automated test environment.
Will conduct automated tests with more users soon to understand better how often it appears
