Remove defunct conditions from documentation

      RHODS documentation uses the "pantheonv1" condition to indicate whether content should or should not be included in a build intended for Pantheon v1. These were added to the documentation in preparation for moving to Pantheon v2.

      However, Pantheon v2 support has been reduced in scope for some time and there is no need to continue using these conditions in the current docs set.

      With that in mind, Pantheon v2 content should be removed from the documentation. This means first removing all content contained in ifndef::pantheonv1[] blocks, and then removing all ifdef, ifndef, and endif directives related to the pantheonv1 attribute.

      Doing this will remove all URL structures related to Pantheon v2 and reduce bloat in the documentation, but it is not critical.

      This is a Story because the end state of the docs should be evaluated for any remaining Pantheon v2 style links and any non-working URLs, which may require QE support.
