Description of problem:

After installing RHODS v1.18.0-9 in a self-managed cluster (PSI) I found the dashboard down and the pods can't pull the image with the error.

Failed to pull image 
"quay.io/modh/odh-dashboard-container:latest": rpc error: code = Unknown
 desc = reading manifest latest in quay.io/modh/odh-dashboard-container:
 unknown: Tag latest was deleted or has expired. To pull, revive via 
time machine

The notebook controller (deployment and manager) shows the next error:

I tried twice. One with version 1.18 and the other with the 1.19 with the same result
