Description of problem:

Edit action for workbenches only allows users to change display name, notebook image and container size. While there should be the same fields as creation modal.

Besides the "Jump to section" menu on the left reports all the section regardless those are available or not

Prerequisites (if any, like setup, operators/versions):

create a data science project

create a workbench

Steps to Reproduce

1. go to RHODS Dashboard > Data Science Projects
2. enter your project
3. click on 3-dots menu on the right of your workbench

Actual results:

not all the workbench fields are present. Env variables and storage section fields are missing

Expected results:

all the workbench fields available in creation modal are present in Edit modal too

Build Details:

tested using local dashboard deployment, but the same changes should be in build v1.19.0-3. I will check
