The current monitoring configuration for model monitoring is looking for services with a specific label in all namespaces. This configuration is deployed by the operator as well. https://github.com/red-hat-data-services/odh-manifests/pull/246

We should move this service monitor logic out of manifests and instead have the odh-model-controller create a service monitor and update it based on what namespaces have inference services defined in them.
