As of ticket creation, upstream does not have an official 0.10 release yet. If that is the case, just pull in the upstream code from main and use it.

The main set of changes we are concerned with add support for per-namespace configuration of serving runtimes. This will allow users to set different memory/cpu requirements for servingruntimes in different namespaces.
