Description of problem:

When deploying pachyderm, one of its components get "ImagePullBackOff" and "ErrImagePull" (switching between them continuously) 

Prerequisites (if any, like setup, operators/versions):

RHODS installed

Pachyderm installed

Steps to Reproduce

1. Deploy pachyderm
2. check deployment status 
3. check the pachyderm pods

Actual results:

pg-bouncer pod stuck in ErrImagePull and ImagePullBackOff

Expected results:

all pachyderm components deployed successfully

Reproducibility (Always/Intermittent/Only Once):

Always (tried on PSI and OSD clusters, OCP 4.11)
