Self-Managed deployment: inconsistent deployment time

      Description of problem:

      My first deployment of RHODS in a fresh cluster took more than 45 minutes to complete. Subsequent deployments (2 of them) took around 6 minutes each. 

      It is important to have a somewhat predictible timeframe for how long this should take. In the case of the 45 minutes, it really looked like the Operator was not functioning properly for a long while, and only eventually kicked in. 

      This needs to be reproduced and investigated if possible.
