Description of problem:

In the past, in JupyterHub, a spawned notebook would be created in a new browser tab. 

With KFNBC, no new tab is spawned. The existing tab (RHODS Dashboard) changes into the Notebook tab. 

This experience is sub-par for the end user. 

Prerequisites (if any, like setup, operators/versions):

RHODS 1.16

Steps to Reproduce

1. Open a browser with a single tab
2. Navigate to RHODS
3. Spawn a Notebook and wait for it

Actual results:

You only have a single tab with the Notebook's URL. 

Expected results:

You should have:

• tab (1) with the RHODS screen:
  
• tab (2) with the Notebook screen:
  

Reproducibility (Always/Intermittent/Only Once):

Always

Workaround:

• Duplicating your tabs,
• bookmarking the RHODS dashboard URL,
• navigating back to to RHODS dashboard in one of the tabs, after the notebook has launched
