Dashboard fails to redirect to the Notebook under load pressure

      When the RHODS Notebook Controller is under pressure (100 users joining with 1s of interval), the Dashboard fails to lookup the Notebook Route, and fails to redirect the user to JupyterLab when the notebook is ready
