Description of problem:

After the migration from JH to the Notebook controller, Observed thatCRO pod,secret and config map is not deleted

RHODS 1.15,16

Steps to Reproduce

Perform Upgrade o create a new cluster and install RHODS 1.16

Actual results:

All the CRO component should be deleted

Expected results:
