odh-enabled-applications-config config map has both JH and jupyter data after migration

Description of problem:

After the migration from JH to the Notebook controller, Observed that odh-enabled-applications-config config map has both JH and jupyter data
Note: It is observed in fresh installtion

Prerequisites (if any, like setup, operators/versions):

RHODS 1.15,16

Steps to Reproduce

Perform Upgrade o create a new cluster and install RHODS 1.16

Actual results:

odh-enabled-applications-config config map has both JH and jupyter data after migration

Expected results:

Only odh-enabled-applications-config config map should have jupyter data

Reproducibility (Always/Intermittent/Only Once):
