Python minimal image from the previous version persist after upgrade in RHODS 1.15

Description of problem:

After upgrade we found the previous python minimal image version with the same packages versions

Prerequisites (if any, like setup, operators/versions):

upgrade from RHODS 1.14 to 1.15

Steps to Reproduce

1. Upgrade RHODS

Actual results:

We have two identical images with diferent versions in RHODS 1.15

Expected results:

For 1.15 we are expecting don't have two versions of the same image after the upgrade
