"missing x-forwarded-access-token header" error log is flooded in rhods-dashboard logs

      Description of problem:

      In the dashboard pod, there are continuous  of logs
      ```

      Steps to Reproduce

      1. create a new OCP group without users (i.e., empty)
      2. Set "admins_groups" field in "rhods-groups-config" ConfigMap to the empty group
      3. open one of the dashboard pods
      4. move to the Logs tab and check the logs

      Actual results:

      the logs are difficult is understanding

      Expected results:
