As a customer proxy, I want to be able to link to specific known issues

      I needed to refer my customer to the text of a known issue. Best I can do right now is tell them to open Release Notes to Known issues chapter and scroll down to the one with the title "Cluster Settings reset on operator restart".

      It would be great if each issue was referrable directly by a link straight to it.

      There are a few options here:

      • Dot headings (.heading) with IDs added, and a manually assembled xref list to each ID.
      • Real headings (== Heading) with IDs that get added to the navigation automatically.

      To my knowledge we can't just do what asciidoc does natively and have each heading be a link automatically, although that would be useful.

      IMO, real headings with IDs based on RHODS issue numbers are the better option for maintenance purposes.
