Description of problem:

In Chapter 6.2 of "Managing Users And User Resource"  the doc says you must be a Openshist Dedicated admin to stop other users' notebooks. But I think you must be a RHODS Admin.

2. check the pre-requisites

OSD administrators is needed to stop notebooks

Expected results:

RHODS administrators is needed to stop notebooks
