Description of problem:

Some images have the latest tag, so when the images change in the repository, they will be pointing to a different version that may create a conflict.

Steps to Reproduce

1. Go to Buildconfig in openshift and look the images tag or use oc command

Actual results:

some images have latest tag

tags are pointing to specific version
