This task documents the following user story: RHODS-141

IT ops users will install the service and perform IT admin functions, while data science users will develop models.  As part of their administrative duties, the IT ops users must give access to data science users to enable them to start working on the platform. Therefore, the system must provide a method for these admin users to view a list of users with access to the system. Document the procedure required for viewing a list of users with access to the system.
