This task documents the following user story - RHODS-141

As a RHODS admin, I need to be able to add & remove users to the RHODS service so I can enable Data Scientists to utilize the service.

This story is to address documentation needs to support the linked user management epic. Need to address items related to:

• adding users & sharing access
• how users with log in
• controlling user permissions - admin vs. user
• removing user access & what this means in terms of preserving or removing user artifacts
• modifying user permissions
