As a DS user, I need to know when the NB images are available for use so I can start using them in my data science projects.

We are planning to build notebook images via a pipeline at install time. Based on preliminary tests, it may take as long as 40 mins to build the images. Immediately after install, the minimal Python NB image will be the only RH supported image available for selection. We want to provide a message to users indicating that NB images are currently being built, so they don't wonder why other images aren't available.

Proposed story scope:

• UI message after install indicating NB images are being built. Update message when build is complete. Need to determine optimal message location - dashboard? somewhere else? The messaging needs to accomplish these goals: 1) Inform users that images are still being built - not yet available immediately after install. 2) When build is complete, inform users that NB images are available.
