Description of problem:
Chapter 7 of "Managing users and resources" doc lists among the pre-requisites the following two points:
- You have an OpenShift Dedicated cluster with an identity provider configured.
- You are part of the cluster-admins user group in OpenShift Dedicated.
I don't think being part of the cluster admins group on the cluster automatically grants the user the permission of adding machine pool via OCM. The user needs to have specific permissions on their OCM account. As consequence, user doesn't need an IdP to be configured on the cluster before being able to change the machine pool settings

- Follow instructions from Chapter 7
Actual results:
Chapter 7 of "Managing users and resources" doc lists among the pre-requisites the following two points:
- You have an OpenShift Dedicated cluster with an identity provider configured.
- You are part of the cluster-admins user group in OpenShift Dedicated.
Expected results:
Chapter 7 of "Managing users and resources" doc lists among the pre-requisites that user must have "admin" (not sure about the right naming here) permissions in OCM.
