As a DS user, I want to ensure I can always use standard supported NB images so I can have a consistent starting point for notebooks in my data science projects.

We will provide a standard set of NB images with specific packages and versions. We want to ensure users can't modify these images. This needs to be verified with the plan to build images via a pipeline at install time. This story is to verify that standard images in the pipeline can't be modified by users. In the future we will enable users to create their own NB images.
