In order for modelmesh-serving to work seamlessly with ODH/RHODS, we will need a controller in place to watch certain objects and do a little extra work (adding labels/virtualservices, etc) to make sure the models are served in a way that works from our dashboard with minimal user interaction.

This story is to design the controller.  It will likely be very similar to the odh-notebook-controller used for kfnbc.
