Description of problem:
Installation of RHODS in fresh clusters in stage seems to be failing because cuda build 11.4.2-cuda-s2i-base-ubi8-1 is broken
Note: It is observed with catalog source as well as Addon

1. Install RHOD Son fresh cluster
Actual results: Build should get deployed successfully
Expected results:
Cuda build 11.4.2-cuda-s2i-base-ubi8-1 is not getting deployed successfully
