As a RHODS administrator I need to be able to see all my settings and access them easily.

• Figure out the best information architecture for a settings section
• This needs to include the existing list of settings, as well as the future ones in progress and be expandable for unknown future settings as well
• Currently there are only settings for Admins, but there could also be settings for individual users in the future, so also need to think about how those could fit in
