Pod jupyterhub-idle-culler and jupyterhub-idle-culler-deploy don't have cpu and memory requests and limits defined

Steps to Reproduce

1. install rhods
2. oc get pod -n redhat-ods-applications -l deploymentconfig=jupyterhub-idle-culler -o yaml
3. oc get pod -n redhat-ods-applications -l openshift.io/deployer-pod-for.name=jupyterhub-idle-culler-1 -o yaml

Actual results:

Pod jupyterhub-idle-culler and jupyterhub-idle-culler-deploy don't have cpu and memory requests and limits defined

Expected results:

Pod jupyterhub-idle-culler and jupyterhub-idle-culler-deploy have cpu and memory requests and limits defined
