We want to create an API framework that will enable ISVs and other Red Hat solutions to integrate more easily & seamlessly with RHODS. This framework would create APIs for solution areas rather than being specific to an ISV solution. For example, we could create an API framework for solution areas such as data labeling, data access, data visualization, and serving. ISVs or internal solutions could then integrate with RHODS via this API framework depending on the functionality they provide and where they fit with solution areas. If we were evaluating ISVs in a specific functional area like data labeling, the integration API could be the same for different ISV solutions. 

In the future, we also would like internal RHODS components to use the API framework too. In such a model internal components, ISV solutions, and other Red Hat solutions would all access a common API framework for a variety of solution areas.

Phase 1 requirements:

1. Implement API framework for a solution area to support 1 ISV - eg. Intel OpenVINO inference
2. Include appropriate API documentation for item 1.
