Installation fails in RHODS 1.10 if user leaves the "notification email" field empty during addon installation

      Description of problem:

      When installing RHODS 1.10 using the add-on flow, if the users leaves the "notification email"  field empty the secret addon-managed-odh-parameters is not created and installation fails

       

      With RHODS 1.9 it wasn't failing because the missing secret was created automatically, but since the changes at RHODS-2446 it's not created anymore and the installation is failing

       

      I think the field should be marked as mandatory here:
      https://gitlab.cee.redhat.com/service/managed-tenants/-/blob/main/addons/rhods/metadata/production/addon.yaml#L49
