Update RHODS the teams to meet the following requirements

Determine who needs to have access as an owner and their roles
Make sure no one has individual access or ownership in our quay repos
Delete the “Friends” members and let them know we are gonna remove and suggest they find an alternative
Audit the existing robot accounts
