Add validation for imported NB images

      As a RHODS admin, I want some type of validation that my imported custom NB image can be run in RHODS.

      This story is to look at adding minimal validation (eg. image can be selected and run in RHODS JL environment) for imported images outside of the originally intended method of using OCP Pipelines.
