Right now, any change to odh-manifests can not be built via the live builder unless we raise a corresponding PR to opendatahub-operator that has the right odh-manifests in it.

Things would be a lot simpler for devs if we could just have an odh-manifests specified in upstream_sources.yml that can be used in the build instead.
