As a RHODS admin, I need a simple utility to enable data preservation and cleanup for removed RHODS users, so I can ensure critical data is not lost and data no longer needed is removed.

This is a follow up story to RHODS-190. The goal is to develop a script to automate the processes of downloading/backing up/deleting data from removed RHODS users.
