Fix odh-deployer flow to check cluster environment

      Description of problem:

      Right now, we are using the group dedicated-admins as probe to check if an installation is performed in OSD. We need to find another way since this groups is being used in PSI too.

      Prerequisites (if any, like setup, operators/versions):

      Every installation in PSI with that group created will fail since it would install the CRO Operator.

      Steps to Reproduce

      1. In a PSI Cluster, create the dedicated-admins group
      2. Install RHODS Operator
      3. Check how it will fail as it installs the CRO Operator

      Actual results:

      Failing Installation with CRO installed.

      Expected results:

      Successful installation without CRO.

      Reproducibility (Always/Intermittent/Only Once): Always

      Build Details:

      Workaround: Delete the dedicated-admins group during the installation.
