As a user, I need to be able to log in to RHODS using OpenShift login, so I have a consistent method for logging in to Red Hat services.

The scope for this story:

1) Direct users to OpenShift login page from dashboard URL

2) ~~After logging in with OpenShift credentials, verify no additional login to access RHODS components (eg. JupyterHub).~~

Item #2 could not be addressed for GA. Plan to address with future work to utilize RH SSO capabilities.
