Enabled application appears as "disabled" during cluster registration to RedHat Marketplace

      Description of problem:

      While registering a cluster to RH Marketplace, the enabled operators (which are installed using Operator Hub) appear as "disabled" in the RHODS Dashboard. After a couple of minutes they get back to normal.

      This is happening because the cluster registration trigger a rollout of all the operators. 

      It is probably an expected behavior based on how the dashboard sets the label. However it could be the case of documenting this situation since a user might think something is getting wrong

      Prerequisites (if any, like setup, operators/versions):

      Steps to Reproduce

      1. Install some operators from operator hub 
      2. register the cluster to RHM https://marketplace.redhat.com/en-us/workspace/clusters/add/register
      3. wait some minutes
      4. check the dashboard: the card of the installed operator has been "disabled"
