Description of problem:

User data collection documentation link on the Cluster setting page is not reachable

Steps to Reproduce

Login to the RHODS dashboard as a RHODS admin.
Verify that Settings in the left hand navigation is present.
Verify that Cluster Settings is a menu item under Settings.
Navigate to Cluster Settings.
Locate Usage Data Collection box
Click on the Documentation link observed 404 error

Actual results:

Documentation link should be reachable
