As an admin, I need to be able to define groups that are associated with RHODS admin & user groups so I easily control the set of users that have either admin or user access to RHODS.

Want to support these use cases:

1) Customer would like to use existing groups in IdP that can map to RHODS admin & user groups. For example, I might have a group in my IDP called "Data Science Contributors" that I want to be associated with RHODS users. I might also have a group called "Data Science Leads" that I want to be RHODS admins.

2) Customer does not have suitable groups in IDP that would map to RHODS users and admins. They need to be able to able to define groups that correspond to RHODS admins & users. They would then need to manually add users to these groups.
