This epic will track the work to roll out the automation proposal related to the unified release backlog effort.

The first step will require reaching an agreement with all stakeholders on a version 1.0 of the proposal to test out, potentially on a subset of issues.

The output of the first step will be applied to some new features coming into RHODS around Summit time-frame. Most likely candidates are Custom Notebook Images and KFNBC.

Once feedback is collected on the result of step #2, the proposal might get revised and rolled out again or be approved and rolled out to all new features heading into RHODS.
