As part of https://issues.redhat.com/browse/RHODS-2743 RHODS was updated to work on OCP 4.10.  That testing was done on OSD.  Since then, I have also tried this on a 4.10 PSI cluster and have found that we need to allow a few more ports on the ingress rule to facilitate access to the LOCAL JupyterHub database that is spawned on PSI clusters (since the AWD postgres DB is not an option in that case).

Acceptance Criteria:  RHODS will work correctly on OCP 4.10 clusters in the PSI environment.
